மாஹேர் அரார். தீவிரவாதிகளோடு தொடர்பு வைத்திருப்பவரென்று கனேடிய அரசு கொடுத்த தகவலினடிப்படையில் 2002ம் ஆண்டு நியூயார்க் விமானநிலையத்தில் கைது செய்யப்பட்டு சிரியாவுக்கு அனுப்பி வைக்கப்பட்ட அப்பாவி. இவரைப்பற்றி எழுதிய இடுகை இங்கே.

போன வெள்ளிக்கிழமை (ஜனவரி 26, 2007) கனேடியப் பிரதமர் ஸ்டீபன் ஹார்பர் கனேடிய அரசின் சார்பில் மாஹேர் அராரிடம் மன்னிப்புக் கேட்டிருக்கிறார். மன்னிப்புக்கேட்டதோடு 10.5 மில்லியன் கனேடியன் டாலர்களையும் கொடுத்திருக்கிறார்.

மாஹேர் அரார், தொடக்கத்தில் கனேடிய அரசிடம் 400 மில்லியன் டாலர் கேட்டு வழக்குத் தொடுத்திருந்தார். பிறகு அத்தொகையை 37 மில்லியன் டாலர்களாகக் குறைத்துக்கொண்டார். அத்தொகைதான் இப்போது 10.5 மில்லியன் டாலர்களாக வந்து நிற்கிறது. மாஹேர் அரார் வழக்குப்போடுவதற்குச் செலவழித்த தொகையையும் சேர்த்து ஏறக்குறைய 12.5 மில்லியன் டாலர்களைக் கனேடிய அரசு கொடுக்குமென்று தெரிகிறது.

இழைக்கப்பட்ட அநீதிக்கு இந்தப் பிச்சைக்காசு எந்த மூலைக்கு என்பது ஒரு பக்கமிருக்க, கனேடிய பிரதமராக ஸ்டீபன் ஹார்பர் மன்னிப்புக் கேட்ட விதத்தைப் பாருங்கள்.

Dear Mr. Arar:

On behalf of the Government of Canada, I wish to apologize to you, Monia Mazigh and your family for any role Canadian officials may have played in the terrible ordeal that all of you experienced in 2002 and 2003.

Although these events occurred under the last government, please rest assured that this government will do everything in its power to ensure that the issues raised by Commissioner O’Connor are addressed.

I trust that, having arrived at a negotiated settlement, we have ensured that fair compensation will be paid to you and your family. I sincerely hope that these words and actions will assist you and your family in your efforts to begin a new and hopeful chapter in your lives.

கனேடிய அரசாங்கத்தின் அங்கமான RCMP மாஹேர் அரார் விதயத்தில் தவறாக நடந்துகொண்டிருக்கிறதா என்பதைக் கண்டறிய 11 மில்லியன் டாலர் செலவில் ஒரு விசாரணைக் கமி்ஷன் அமைத்து, அந்த விசாரணைக்கமி்ஷனின் அறிக்கையின் அடிப்படையில் பாராளுமன்றத்தில் சூடான விவாதங்கள் பல நாட்கள் நடந்து, தவறுகள் ஒப்புக்கொள்ளப்பட்டு, கடைசியில் பல மாதங்களுக்குப்பிறகு இசகுபிசகாக மாட்டிக்கொண்ட RCMPயின் தலைமைக் கமி்ஷனர் பதவியை விட்டிறங்கியது என்று எல்லாமே மக்களின் பார்வைக்கு முன்னால் நடந்து முடிந்திருக்கிறது. இதற்குப் பிறகும் கனேடியப் பிரதமராலும் அரசினாலும் முழுமையாகச் சொல்லி மன்னிப்புக் கேட்க முடியவில்லை. for any role Canadian officials may have played என்று இடையில் சொருகியிருக்கிறார்கள்.

இதோடு கவனிக்க வேண்டிய இன்னொரு விதயம். கனேடிய அரசு, மாஹேர் அரார் போட்டிருந்த வழக்கில் கேட்டிருந்த பணத்தொகை பற்றிய கொடுக்கல்/வாங்கல் பிரச்சினைகள் முழுவதும் முடியும்வரை காத்திருந்திருக்கிறது. கடிதத்தின் தொனியும் எங்கே முழுப் பொறுப்பையும் ஒப்புக்கொண்டால் இன்னும் அதிகமாகப் பணம் கேட்பானோ என்று பயந்திருந்ததைத்தான் காட்டுகிறது.

இது இப்படியென்றால் அமெரிக்க அரசின் இலட்சணம் சுத்தம்! கனேடிய அரசு கொடுத்த தகவல்களினடிப்படையில் கைது செய்து பல்லாயிரக்கணக்கான மைல்களுக்கு அப்பால் சிரியாவுக்கு சித்திரவதை செய்யப்படுவார் என்று தெரிந்தும் அனுப்பத் தெரிந்தவர்களுக்கு, செய்த தவறை ஒத்துக்கொள்ள முடியவில்லை. என்ன காரணம்? அதே பணந்தான்.

கனேடிய அரசு, மாஹேர் அரார் நிரபராதி என்று செய்தி அனுப்பிய பிறகும், கடந்த டிசம்பர் 20, 2006இல் அமெரிக்க பாதுகாப்பு அதிகாரி என்ன சொல்கிறார் என்பதைக் கவனியுங்கள்.

“With respect to some issues, we’re going to have to respectfully but firmly go our own way and the Arar matter, at least for now, is one of those,” Paul Rosenzweig, acting assistant secretary for international affairs for the Department of Homeland Security, tells reporters in Washington.

“As for the sharing of information with the Canadian government, while I do recognize that in an idealized world, we would share every bit of intelligence information with all of our partners. In the real world, that is an idealization that isn’t achievable.”

In response, Harper tells Sun Media that “as near as I can see, we simply have a U.S. government that won’t admit it’s wrong.”

ஏறக்குறைய மூன்று வாரங்களுக்குப் பிறகு ஜனவரி 18, 2007 அன்று கனேடிய உள்ளுறவுத் துறை அமைச்சர் ஸ்டொக்வெல் டே, அமெரிக்க அரசு சேர்த்து வைத்திருக்கும் மாஹேர் அரார் குறித்த விதயங்களைப் பார்க்கிறார். பார்த்தபிறகு ஸ்டொக்வெல் டே, அந்தக் கோப்பில் இருக்கும் விதயங்கள், அமெரிக்கா மாஹேர் அராரை கண்காணிப்புப் பட்டியலில் வைத்திருப்பதற்கு ஏதுவானதாக இல்லை என்று சொல்கிறார்.

அன்றைக்கே வேர்மொண்ட் மாநில செனட்டரும் Senate Judiciary Committeeயின் தலைவருமான பாட்ரிக் லேஹி, மாஹேர் அராரை அமெரிக்க அரசாங்கம் நடாத்திய முறை குறித்து விரிவாக விசாரணை செய்யவிருப்பதாக அறிவிக்கிறார். அருகிலிருக்கும் கனடாவுக்கு அனுப்பாமல் தூரத்திலிருக்கும் சிரியாவுக்கு அனுப்பியதைப்பற்றிச் சொன்னதும் அதற்கு அமெரிக்க அட்டர்னி ஜெனரல் கொன்சாலஸ் சொன்னதுமென்று அவர்கள் பேசிக்கொண்டது பின்வருமாறு:

Senator Patrick Leahy has lambasted the US’s removal of Mr. Arar to Syria as absurd and outrageous, noting that instead of sending Mr. Arar a “couple of hundred miles to Canada and turned over to the Canadian authorities… he was sent thousands of miles away to Syria.” Senator Leahy spoke at length on the matter, calling the case “a black mark” on the United States: “We knew damn well, if he went to Canada, he wouldn’t be tortured. He’d be held. He’d be investigated. We also knew damn well, if he went to Syria, he’d be tortured. And it’s beneath the dignity of this country, a country that has always been a beacon of human rights, to send somebody to another country to be tortured.”[12]

Attorney General Gonzales noted that the United States had assurances from Syria that Mr. Arar would not be tortured. This was dismissed by Leahy, remarking that the United States got “Assurances from a country that we also say, now, we can’t talk to them because we can’t take their word for anything?” The Senator was alluding to the Bush Administration’s labelling of Syria as a member of the “axis of evil” and its policy of refraining from talking to Iran and Syria.

U.S. Ambassador David Wilkins fires back at Public Safety Minister Stockwell Day for Day’s insistence that Arar be removed from the U.S. watch list. “It’s a little presumptuous of him to say who the United States can and cannot allow into our country,” Wilkins says at a news conference. “Canadian officials would rightly never tolerate any American official dictating to them who they may or may not allow into their country.”
